Something like

SELECT \*  
FROM SPOTS  
WHERE STATE = ‘RI’  
AND TRIM(POTA) \<\> ‘’;

Or even better would be

SELECT \*

FROM SPOTS

WHERE UPPER(STATE) IN (‘RI’, ‘AK’, ‘HI’)

AND TRIM(POTA) \<\> ‘’;
