Shtf rule of 3

I understand the concept of the rule of 3 for SHTF scenarios, but what is the channel 3? Is it the GMRS/FRS Ch. 3? is there a ham specific one or is it the national calling frequency?

I’ve heard the 3 hrs and 30 mins but the channel 3 is a new one to me. For GMRS/FRS I would think Channel 1 would be the one with the most folks on/listening since in a SHTF it would likely be the first time most turned on their radio. Scanning the others would probably be prudent. For ham I’d suggest the national calling freqs and any local repeaters.
